Since option 1 is non-sensible, I think option 2 works best. Now continuing from that choice, it can be deducted that Yukito, as Sora the bird, is "somehow" able to find Kanna in the sky, is "somehow" able to break the spell, and is "somehow" able to get themselves reincarnated. Now borrwowing notes from beef jerky's explanination, it can be seen that because Misuzu's death may have been able to loosen/break the power of the curse on Kanna (but I don't think it did break since Misuzu still died). However, that event may have help Yukito freed Kanna when he actually finds her. Now perhaps when the curse is finally broken, Kanna can be reborn as a human with no problems (and perhaps Yukito will get to be reborn as a human as well, now that he doesn't need to be a bird any longer). Now we know the story in Air jumps from time to time, literally, so perhaps they get reborn in the past (who's to say reincarnation has to happen in the future). Also the boy's speech would suggest that both he and the girl are the result of the characters' journey through the story. He knows the characters will "suffer a cruel fate for the rest of their days", and implies that these kids are able to begin their lives due to the efforts of those characters.
As for the girl, I would say she is more likely to be Kanna and not Misuzu since she didn't seem to know Misuzu and Yukito, at least she didn't have the same reaction as the boy, and she has blue hair. However, she did seem to have some of Misuzu's memories since she is playing on the beach with a friend, a wish of Misuzu in Ep 1, and she is wearing a summer dress similar to the one wore by Misuzu in Ep 7 when Misuzu is suppose to go to the beach with Yukito. In a way the girl is completing Misuzu's wish.
Also I'd like to add something to the theory why Sora is a crow (and not an other bird); in Ep 7 Misuzu seems to be interested in a crow, so it makes some sense that Yukito came back as a crow to make sure he has Misuzu's attention, which worked as she is the one who went and talk to the crow (and not the other way around) in Ep 9.

Spoiler:
She sees a crow in episode 1 as well, when theyre looking for the doll.
I didn't think of that before, and I don't know that I would have if you hadn't pointed it out, but it makes perfect sense. So thanks for that. ^^
Also, I don't remember which episode it was in, but didn't Kanna want to go to the beach as well? I thought that was why Misuzu wanted to play at the beach, because she's a part of Kanna, rather than the it being a reincarnation of Kanna wanting to because of Misuzu's memories at the end.
I do think that it's Kanna rather than Misuzu, but she's not necessarily exactly the same Kanna as we see during the Summer arc. Misuzu was a part of her, and so were all the girls who came before her, and she has their memories. In a way that makes them like her own memories, but each girl was (at least judging by the only one we see, Misuzu), unique in their own right. They're a "part" of her because the soul of a winged being can't be fully contained in a human body, but if they had the body of a winged being, they'd just be a reincarnation of Kanna. So... Misuzu is Kanna, and at the same time she isn't. (This is all the just the way I see it (obviously), and I can't explain it particularly well. :/) So I think that in the same way, the girl we see on the beach at the end is Kanna... but also not Kanna, she's a unique person just like Misuzu and the girls before her... but probaby more of Kanna than any other girl. In a way it's like there's a part of all of them in her, just like there was a part of her in all of them.
It's possible to apply a similar train of thought to the boy, but there's less reason to do so. It would be nice to think though, that there's something of Ryuuya, and everyone who struggled for Kanna's sake after him, in that boy who walks off holding her hand at the end of the series.
That was poorly explained, but I don't think I can do any better right now. I'm just interpreting this optimistically... which is a change for me.
