I'm not sure how you ended up with this conclusion but Garhald was never a Tenken to begin with.
But his older brother Savaris is indeed a Tenken.
Full list of Tenken current member can be found in
here.Their members (as in the one listed on the list) never changed ever since Layfon joined it when he was still a small kid...and the number of Tenken members were always 12,which means that the Queen itself is not a Tenken.
