If Tobi is just Obito then he definitely is not the final villain. Then it also makes sense that Kishimoto suddenly changed Sasuke from a madman to someone who actually uses his brain, so that Sasuke can be good enough to become the final opponent of Naruto. Now only Madara doesn't fit the story, i don't see what's his purpose in the story. Now that people like Itachi and Nagato are gone the only ones that can fight Madara will be Naruto and Sasuke, since Madara eats kages for breakfast.
