It was not. As Fate stated in the ep3 briefing, in 3 of 4 times Relics appeared in the past, they caused great destruction. The Airport fire was just one. The other two happened in illegal labs on undeveloped worlds.

You're right. Although that box doesn't have straps on it like it does on pg17.
