They don't pick the place to build a fortress because of how beautiful it is..... Remember, a guy like the emperor would incur a lot of displeasure from the people, and there's the chance of a rebellion, so obviously, for the best success of winning, the base must be in a good strategic location. Too bad for him Hakuoro won.
