I live on the west coast of Canada, and we have small ones in the country here -- at the end of someone's driveway, next to the road, selling stuff they've produced themselves: vegetables, flowers, eggs, etc. With a money box underneath, not too obvious. But not a lot of stuff or a lot of money there to be lost. I think I've seen them in the countryside in the US, too. So in any case, it didn't strike me as something exclusive to super-well-behaved Japan. Probably not so practical in a city, however.
