My take on this, but it has been shown before that there are some powers that Imagine Breaker couldn't immediately destroy because of it's rate of regeneration or because it's too god damn powerful. Lucifer would certainly qualify for that. Imagine Breaker might only be powerful enough to prevent him/it from regaining full power.
