So the dude can't speak Japanese, barely speaks English and is a break dancer. My guess is that he's European. Since nobody speaks his native language and he doesn't speak theirs he's left to communicate in what little English he knows.

Then there's Shiina. Modern day ninja? Killed in a mission perhaps? Easy to see why she would regret failing.
