The biggest downfall of D.C.SS were the fanboys deluding themselves that they were going to get the Kotori ending, when in fact it was bleeding obvious that was not going to happen. I thought the anime was good, music was excellent and art was great.
In regards to the new anime, I wouldn't be suprised if it was an OVA of an alternative universe. D.C.IF anyone?
