What since when? do you not know the inverse ninja theory... Quantity only makes the individual ninjas all that more weaker. There's strength in fewer numbers. Futhermore, this is shonen, and shonen has always been ruled by quality. Even a moderately quality fighter can wipe out dozens of opponents.
