Actually, the entire episode is not filler per se. The scene at the Ramen resturant where Kakashi's face is shown to the owner and the ramen girl is based on a
omake chapter in the manga.
Omake are special chapters that are usually comical and not canon. However, there is nothing in the Naruto omake that really contradicts the normal continuity. So if you accept the reactions of the shop owner and ramen girl to be true, Kakashi is considered to be extremely handsome (somehow).
