Sibyl itself was designed by humans, so I'm not sure why you feel a need to make a distinction like this. Unless Sibyl ends up being something like Skynet from the Terminator movies, any comment on Sibyl obviously goes back to the humans that designed Sibyl.
But whatever "birthed" Sibyl, the Dominators, etc... is
not the key issue here. The key issue is how they function
now, and how they limit choice
now.
The Sibyl system now places limits on human choice (limits that didn't really exist before), as we see with the Dominators.
