Usopp isn't for people that don't accept non-pure-badassery characters in shounen mangas. But it's OP and here a character that is normal (in common shounen way) doesn't exist.
Even those CP9s that looked normal had to transform into something weird looking, like cartoonish wolf.
Usopp has uniqe design, and personality.
