No, Rin and Roller can't talk to each other or know what each other is thinking. To some extent they know what happens to each other in their respective worlds, such as Rin knowing Roller bought extra missile upgrades and is willing to use them all on Crow, or Roller being majorly pissed when Haru seemed like he was trying to court his sister (over-reacting big-brother instincts).

No, at least for the moment. There's some hints in the latest LN volume that might change soon, but as of now no she can't talk.
