Probably true, though I think if the response was really weak they might have reconsidered it. To a certain degree you could probably get away with throwing out a poll and still not bringing the game over. If it's a weak response you probably aren't that worried about people being upset since it would be a small amount of people anyways.
But considering how soon it'll be coming over, could probably assume in this case that they were going to do it regardless.
