There's a big difference between "hate" and "don't like".
I don't like Sugimoto, but you're right we don't know much about her. Still she made Kyouko cry and is hitting on an emotional unstable Fumi. That's enough for me to dislike her, for now.
I definitely hate Fumi's cousin, though(what was her name?). Seducing a minor (while being engaged) and praticaly throwing her away afterwards is just disgusting behavior.
