My point of contention is that it should be the other way around: If a group sees a series is stalled, for whatever reason, and they want to see more of it released, they should IMHO get in touch with the original group and see if they can't work out some sort of method for cooperation before blindly picking it up themselves. Most groups who are short for staff would not resist bringing another group on-board for a joint midway through a series.
And Torgen, there _are_ ways of releasing episodes even when you don't have a full-time translator with your group at the time. It certainly makes things a challenge, but Genbu has not had a permanent translator in a year and a half, and we've still managed to release several episodes.
