Ok, I'm a huge One Piece fan, and I have watched the entire series five times in the last 4 years or so, and during the last two times I noticed this wierd guy that seems to pop up every now and then...

Here he is in Louge Town:

Here he is on Warship Island:

And here he is on Magnetic Drum Island:

He's also in One Piece Special 4 (I'll add a picture of that later), and I think I've seen him other places as well, but I can't remember.

I used to think that that he was the same guy that Ussop sees fixing the boat on Skypea, even though the body shapes weren't the same...Of course that theory was dismissed in the newer episodes.

Maybe he follows Luffy and the gang, and watches over them or something?

So what do you think, is he just a character the animators like to shove different places, or do you think he might prove to be important later in the show?
