Interesting. Another Higurashi series another set of character designs. With nothing notable in terms of past anime character designs, Tomoyuki Abe seems to have based his designs closely to Kazuya Kuroda's Rei work but there's some of Kyuuta Sakai's influence mixed in, which is a good thing. The director this round is Hideki Tachibana, who is a bit of an uncertain quantity having directed H2O and Dragon Crisis as well as a few eps of the To Aru series and their storyboards. I'll assume that Kenji Kawai will return for the music once more.
Overall in terms of chara design I'd say Kai > Kira > Rei > season 1. But enough analysis, bring on Higurashi Kira!
