In the original first generation comics, Batman had a mini-helicopter. But for the purpose of this film a helicopter is too fragile for direct combat, so a fixed wing VTOL craft is the way to go.

Looks more like a helicopter. In a one-on-one with a traditional batwing I don't think that thing would be able to outrun it.
But like you said this is for urban combat so speed isn't something you need to focus on, it's manuverability.
In any case I'm liking it.
