Isnt that what tsundere means? Remember that all older tsunderes were like that - hostile at first and then becoming soft and in love. Its new concept of tsundere that makes them go in circles switching from mean to nice, but old/classic tsunderes are just hostile at first girls who later warm up. So in that sense she would be a tsundere.
