It's said that he doesn't have talent for learning techniques but it was also mentioned that Kenichi has quite a bit of potential by Ogata. That Potential is probably ki potential which Ogata seems to emphasize.
My opinion is that Kenichi has used it from time to time but lacks complete control to use it whenever he wants to yet.
