The Twilight Hammer Cult seem to be trying to do something like that, but it is more a humanoid elemental/dragonoid mix (The Ascended I think it is called). We'll know more once we start questing in CATA.
As to becoming a full on dragon? Why? Dragon is a species just like blood elf is a species.
