Once again people, there's no such thing as 'bullet proof', there's only 'bullet resistant'.

The right kind of bullet can go through anything.

On the issue of armoring the bus, anyone from even a slight military background can tell you that the upper echelons have their own way of seeing things and most of the time budgets don't get spread out evenly as we want them to do- this is normal. At the same time there's nothing that doesn't suggest the students themselves armored the gym equipment to be used in ways the makers never intended, of course they would have to pay for it themselves.

Then again, isn't it a simplier answer that the Butei has no control over how the public buses decorate their vehicles? Even government organizations hire private contractors and what not. And when you armor a vehicle, you have to spend even more money to buy a better engine and suspension and many things to support the increased load- Titanium plating don't grow on trees.
