Because showing your trump card when the enemy has yet to use theirs can cause you to have a huge disadvantage if it doesn't end the fight immediatly. Especially in shounen-verse, were the first person to bring out the big guns generally loses.

Erza held even up until that point, it was Kagura's sudden spurt of power that caught her off guard in the first place. So Erza was the one in place to bring her A-game, as Kagura already brought hers.

All that aside, I expected this move from Minerva, even if Sabertooth ends up winning this, their reputation will effectively be ruined. They are no better then Phantom Lord with their obsession with being the best and willingness to do terrible things to accomplish that.
