Everything about the plan is made in reference to him like he's some kind of grand puppet master pulling the strings. We see nothing of him and his actual true involvement in this rebellion other than it being claimed as his brainchild so to speak.
Which will make it extremely intriguing once they show him in the story again, and we gain his perspective on this entire thing.
