I tend to agree with this. She's clearly had an unpleasant experience with Elevens. Millay hinted in ep 8 that Nina was 'left behind' during one their previous outings, which is probably the root of her angst. I'd hold judgement on her Eleven-fobia until we learn the truth of it's origins.
Worth mentioning that in this ep she was laughing along with Suzaku's antics, suggesting she is beginning to warm to him at least.
