Hell, as far as leaders go, Ezelcant seems pretty reasonable towards his own men on the whole. When your leader has a plan inside a plan that's also inside a plan, it's kinda hard to fail.
Ezelcant took the Big Ring Operation Plan B a success as it was a good way to measure the Federation's strength.
