1) Soyogi (despite her love for him and all her dedication to being a Cape maiden) gave Nagi a ticket off the island and told him to back to Tokyo. I can't see any explanation for this except that this rising dragon festival is just as bad as it seems (Nagi + chosen cape maiden die).
2) This rising dragon festival is something so serious it is worth cancelling all transportation to/from the island without warning to make sure it happens.
3) Shizuku got the last ferry cancelled for the sole purpose of trapping Nagi on the island. That is an EXTREME measure, which is pretty scary in of itself. More importantly, Shizuku knows that the rising dragon festival was something that Nagi would want to run away from, then took steps to make sure he couldn't. Maybe the festival will turn out to be a wonderful event, but right now Shizuku is starting to look like a well-intentioned fanatic who is planning on Sacrificing Nagi for the good of the island and/or tradition.
