I'd still say the 4th because on various occasions they were like "I wish the 4th was here" Sarutobi said that he was the strongest ever. So my ranking goes:
The 4th - Said to be the strongest ever
Sarutobi - Said to have mastered every jutsu
Itachi - Feared by Oro
Orochimaru - By a slim margin beats Jiraiya
Jiraiya - Has a nice summon and good jutsus [Was doing good against Oro even though he was drugged]
Tsunde - Is wickedly strong and can heal herself plus has a summon
The 1st - Is wickedly strong
The 2nd- Only saw him fight when braing controled
