Well the problem is that it must be either the original game or the patch location.
Since the patch is still running without any menu, that means it cannot reach out the original arc.nsa.
So I think you have to test out the original game if it works properly.
That aside, I really can't see how the problem is, considering it really looks like a directory issue. *thinks*
A picture of the whole main game folder + patch folder would be helpful.
