Someone said during EP 10 that the evacuation had been completed(not sure if it was Guilford or Darlton). Therefore the only civilains that died were those that stayed behind and if they were dumb enough to ignore an evacuation
order then they derserved to die.
Also i'm assuming Lelouch predicted that Cornelia would evacuate Narita because i highly doubt he would've dropped a mountain on a city full of civilains if for no other reason than it would've ruined his image.
