It does not seem like Blackbeard is there under WG orders, for the good folks at Impel Down would have been informed, that a big time guest was going to show up. Not to mention its 5 hours till Aces show time, and Whitebeard can appear at any moment within those 5 hours. Alot more point to Blackbeard doing this under his own will.
but Meh we will truly know in due time.
