Wel in marvel comics anyone can use magic with enough training but all have differing potential some have real weak potentials as in small fire balls and lightning bolts other strong and the strongest of the marvel magic users Dr Strange.
Its unknown what makes witches witches. But if we go by what we know of this manga they were probably are humans who draw from a none human source why they are hated by humans. And they are not pure why they are hated by youkai
