Well, it isn't a bathroom, but a shower room, and shower rooms can actually look identical from that point of view. Plus, well, if he hasn't been in the other before either (which may stand to reason), he probably wouldn't have known what to expect either way. I don't think the thought of the signs being changed ever occurred to him, and he would have assumed that Noumi would
also have gone into whatever room marked "Men".
So yeah, in this particular area, I don't really think Haru was at fault.
