Faxing is actually preferable to insecure electronic communications like email. Plain-text email constitutes a HIPAA violation and should never be used in medical practices. Unfortunately, not every practice takes the HIPAA privacy and security rules seriously.
Fax machines are not that secure either, though a HIPAA-conscious facility will have the machine under someone's watchful eye and far away from patient areas.
