Well, obviously it's not the exact same voice he used in this episode, but closer to it than the deep voice Leon usually has.
(Actually, it's closer to Koyasu Takehito's voice.
Like Kaji with Ishida Akira, Sugita can also do very convincing Koyasu impressions.)
