It is called faux Cyrillic. In addition to the usage as innocent cool fashion, it is employed intentionally to the evoke eastern Europe and ex-USSR. It tends to ekove my anger..... like people saying s--t like "ching chawng" when referring to chinese people talking, with no respect to dialect, etc.
