Tried two tweaked settings:

tfm(order=0,mode=5,PP=0).tdecimate(mode=1)

tfm(order=0,mode=5,PP=5,field=1).tdecimate(mode=1)

Short of doing it frame by frame a la YATTA, I think the second one is the best result I can hope for.
