You are misunderstanding. Number of friend in your friendlist doesn't relate to the number of people in your village.
You can increase villagers number by:
1. Steet Pass system. Each person who walk past you will give you 1 villager.
2. Update Data everyday.( can be done in Save menu) This will give you 2-5 villagers per day.
