The reason why any nation could not find Tabane is due to him manipulating various intelligence agency into performing counter-productive Counter-intelligence on each other....he is "that"good.
The reason why he is capable of piloting an IS because he managed to charm Tabane into making an IS for him...
Due to his anti-male policy, he tend to piss off lots of male characters (Ichika and OC (if they ever appear)).
When male characters fight him, they will get a shock of life....that wimpy-looking flirter....the kind of character who usually loses at the end of the movie, is a hell of a good fighter....
His style of fighting: Think of a stealthy Batman from Batman Arkham Asylum.... he snooping down on his opponent for a swift take down.
Since he fight dirty most of the time, having large numbers on your side ain't going to help you if your enemy is capable of destroying your army from within.
Since he is a rival character, he is deliberately over-powered.....
