Only the Phoenix can fly, so you should say that ONLY the Phoenix can be lured upwards.

And this may cement the strategy for the next God Beast fight. Have the teams keep the other 3 beasts busy while Haru carries as many people as he can skywards, lure the Phoenix out again to space, and strike it down. They very nearly killed it last time and downed its HP by 90%, and the Phoenix is completely useless with most of its fire extinguished by the lack of oxygen.
