If you take away the "Hayate trying to help Nagi grow up" angle, what does remain? A ditzy super-rich Hikikomori without common sense? How do they plan to integrate the other characters if the school clamp is missing? I think that this is going to change the basic setting tremendously.

He had the same ominous announcements in the past, too. For me it seems like he's trying to convince himself (and the readers) that something important is going to happen to make her the prime character again - while she factually isn't. This rather recognizes that he failed to do so in the past. If he ever really tried.
