You want a forum where people go and vent? Someone had once suggested such a thing in the past, and it was shot down. There's really not much of a point to this, IMHO, and contrary to my opinion in the past.
The "General Chat" one is fine for non-anime/manga topics, and the mods can close any threads that break 1+ rules.
My 2 cents on the subject.
