Plus, people seem to have forgotten that the gennins chosen with the exception of Neji are all exceptional rookie gennins who managed to make it to the final stage of the chuunin exam which many other older gennins have failed. They may not have the maturity to become chuunin (i.e. responsible for a team and its strategy) but they sure have proven they have the power and strength needed to become chuunin.
