No, but you can ask me to traslate it instead.
The message literally means this:
“Cannot run the client due to the fact that the necessary runtime library of DirectX is not installed”
Aceptar (=accept/ = mi espanol es muy mal)
Looks like you'll have to reinstall your directx, after all.
