Um, if by filler you mean an anime-original content, it's definitely not. The content for the episode is taken directly from the manga. If it means that it don't really have any connection to the main plot to the loose-soul capturing main plot, then that would be more fitting, although it serves some function in showing Keima's character.

Well, I don't know, they can still find the ones who make the codings for the game or something, and ask them once and for all whether it's possible or not to finish the game. Perhaps even deliver some punishment for giving a price tag of 16,000+ yen for such a literally broken game.
