Spoiler for Affinities and motives:

Saito: Officially he's with Tristain, which is officially with the pope on the whole Elvish-War thing, however he's against the whole thing. They even are thinking of using the whole "Brimir's familiar was an elf" as a card to help prevent a war.

Julio: With the Pope, for real. Mainly because he is the Pope's familiar, and the Pope is into the whole "Genocide of the elves" thing because he's a tool.

However the reason the Pope gave the public (including Tristain etc.) is that they need some device of Brimir's to basically dispel all the windstone underground which is gonna lift the continents like balloons and then drop them like a sack of potatoes, and he's gonna get it by negotiating using the void user's power as leverage.

Turns out that there may not be a device, and the Pope really needs the holy land to preform a void ritual which basically has "Mind of God" (Julio) pumping the "Heart of God" (Saito) with enough magic to make him into a human A-bomb to wipe out the elves.

Conclusion
Julio is publicly out to save the world, but actually is just to wipe the elves right out.

Saito is in a similar boat publicly, but doesn't really buy the fake reason, and is out to prevent a war (not helped by the fact that elves abducted him).
