They really ought to make those unforms more durable. I mean, they're worn in hostile environments on a regular basis, yet they don't survive even moderate combat damage. Let alone heat, cold, air, water... the list goes on. The clothing bills must be astronomical.
Anyway, I don't think Cruz will have a chance to change his clothes any time soon. Far too many important things to do, no time to waste. And I'm sure Disk will come up with a good excuse for the cross-dressing to continue.

That idea was vaguely plausible at one time, but I think it's unlikely now, given that Mengroze couldn't remember who his mystery patient was. Sure, Cruz may not have been very memorable if he had just been a regular patient, but would Mengroze forget the person in whose brain he had implanted a top secret chip containing information vital to the Resistance? (And by the way, chaps, it's really stretching things to suggest a connection between that mark and Cruz's eyes just because they're both more or less circular...)
So what is Cruz's power? Well, the way his eyes went all weird is pretty unique, but putting that to one side for the moment, I'd say it's not inconsistent with it being the same as Arca's. Extreme heat could be used to break his shackles and knock Arclight backwards (by rapid expansion of the air, if you want a physical mechanism). Those could be flames surrounding him when he gets up (they're tearing up the floor, so it's not just your standard "power aura"), and on the next page, where we get the close-up of his eyes going funny, that stuff going "kin kin" looks a lot like bits of debris burning up. And of course, having that fragment would render him immune to damage from it.
Actually, I'm surprised no one else seems to have suggested this. Maybe it's too obvious...?

I don't want to make you have the wrong idea, but... the bandages are wrapped around parts of the body the Second Christ was either missing or had engraved with scars. Saten wears bandages around both arms, neck and fronthead. Up until now I thought that was just some flamboyant attire but... not anymore. Those bandages aren't just for show.

It's possible Saten is a experimental secret project created by the committe with the remaining parts of the Second Christ. It would explain why his body build is exactly the same as Blade & Arclight and also why he calls the later "big brother".

Those bandages are a bit mysterious, but we know what's under one of them, and it isn't a scar. And your theory doesn't explain the one around Saten's neck, since the Second's head, neck and upper body were all part of the remains absorbed by Arclight.
And so what if Saten calls Arclight "big brother"? It doesn't necessarily mean they're related. Maybe he has a crush on him.
