I'll say Staff is more a support weapon both PvE & PvP(WvW)

D/D thief build is just plain dumb with how often they can cloak, and guardians are so hard to bring down, even with a glass cannon build. And Mesmers aren't any easier because they can spam illusions endlessly. I guess Ele would shine during a zerg or defending a building. Which is mostly what wvw is, anyways.
